Downtown Boca Raton’s tallest building will lease two city-owned parking spaces for a loading zone, bringing a longtime debate to a hopeful close.

Two metered parking spaces outside Tower 155, located at 155 East Boca Raton Road, will become part of an official loading zone reserved for use by the building’s residents and personnel. The agreement allows the building exclusive use of two spaces โ€“ numbers 5305 and 5306 โ€“between 8 a.m. and 5 p.m. Monday through Friday. After hours, and on weekends, the spaces will revert to public metered parking.

The annual license fee will be $2,000 per space, with the initial agreement lasting one year. It can then be extended for two additional years, though the license is revocable and the city could determine to take back the spaces full-time if the agreement, for some reason, does not work out. The Tower 155 association must pay the city its $4,000 fee within 30 days.

A loading zone for the 12-story tower has long been a sticking point between residents and city officials, who have clashed over unofficial loading activity in the narrow alley beside the building. Tower 155 has a designated rear loading area, but speakers at various city meetings have said it does not meet city code dimensions. Moving trucks, deliveries and service vehicles have instead used the roughly 10-foot alley, which is too tight for two vehicles to pass when a truck is stopped.

The dispute intensified in 2025 and 2026 during hearings on the adjacent Mizner Plaza hotel project. That plan called for widening the alley to 20 feet so traffic could pass a parked service vehicle. Tower 155 residents argued the alley would still be blocked by hotel traffic plus existing loading and trash pickup. It was at those meetings that residents asked the city to convert two parking spaces on East Boca Raton Road into a time-limited official loading zone or to formalize use of the rear area. The city requested proposals for the reserved space program, and bids, in July.
