A major residential construction project is now well underway near the Boca Raton Tri-Rail station, and city officials last week hatched a plan for landscaping outside the site.
Last year, the planning board and city council both provided approvals for what became known as “Boca Village, a 340-unit complex that was billed as a “transit-oriented” residential complex that would provide easy access to the train station for residents. At its meeting last week, the city council approved an arrangement for the beautification of the area around the complex, which is located off Yamato Road and wraps around what is now the parking area of the station.
A Maintenance Memorandum of Agreement between the Florida Department of Transportation and the City of Boca Raton was required prior to the installation of improvements. They will be installed by the city, and will ultimately be maintained by the management of Boca Village once it is completed. The landscaping improvements along the West Yamato Road right-of-way frontage at 680 West Yamato Road include new plantings of Silver Buttonwood trees, various palms, Red tip Cocoplum shrubs maintained at 24 inches high, other groundcovers and shrubs, and St. Augustine grass turf. Existing trees such as Royal palms and Jacarandas will be selectively removed, relocated or retained as shown on the tree disposition plans.

Supporting elements consist of a full irrigation system with controllers, valves, spray heads and rotors designed for complete coverage without roadway overspray; landscape accent lighting fixtures; architectural concrete pavers; proposed concrete sidewalk sections; bollards; underground tree cells and root barriers; and related hardscape finishes.
Construction is now underway at the site, with foundations being laid in preparation for what will become an eight-floor structure. Developed by 13th Floor Investments, the building will include 340 units of residential housing adjacent to the Tri-Rail station. The complex is being constructed on a 17.4 acre parcel which includes portions of the train station’s current parking lot, which will be relocated.
The complex will include apartments ranging from small 500 square foot units to multi-bedroom 1,488 square foot units. There would also be about 8,000 square feet of amenities indoors, plus a swimming pool and outdoor open space, including a courtyard. The project is being developed under Florida’s Live Local Act, which allows commercial-industrial multi-family developments, known as “CIMDs” in areas that are not normally zoned for residential space and do not neighbor single-family homes.

As envisioned by its developers, Boca Village will also include about 29,500 square feet of commercial space at the street level, plus 689 parking spaces. Boca Station, LLC, a partner with 13th Floor, has already entered into a development agreement with South Florida Regional Transportation Authority which incorporates a long-term ground lease of the property. Officials have said a nearby shopping plaza consisting of an AT&T store would remain standing.
It is expected that 51 of the units will be designated either affordable housing or workforce housing.
