Boca Raton Re-Ups Contract With Beach Chair, Umbrella Rental Vendor

Boca Raton has renewed its beach concessions partnership with Oceanside Beach Service, authorizing a new agreement that will keep the company renting chairs, umbrellas and cabanas on city beaches through 2031.

The agreement, approved at a recent council meeting, authorizes a new contract with Oceanside Beach Service to continue providing beach concessions at South Beach Park, Red Reef Park and Spanish River Park. Beach concessions were first added at the three parks in 2014. The city solicited proposals for the service through a competitive bidding process and received a single submission – Oceanside, which is the current vendor.

The new agreement runs for an initial one-year term, with the option to renew for four additional one-year periods, extending the potential life of the deal to five years. Pricing is set to remain steady for the first year and may be adjusted afterward based on changes in the regional consumer price index.

City officials project the agreement will generate $185,000 in revenue for the city during its first year, with total potential revenue of $790,000 over all five years if every renewal option is exercised. That money will be split between the city and the Greater Boca Raton Beach & Park District.

Under the agreement, Oceanside will pay the city a quarterly remittance fee starting at $46,250 and rising incrementally each renewal year to $51,250 by the fourth renewal period. Late payments carry a flat $50 fee per quarter.

For beachgoers, rental prices are set to hold steady from the current rates: $10 an hour or $30 a day for a strap lounge, double wooden lounge, cabana/windbreaker or umbrella, and $10 an hour or $30 a day for a sand armchair with footrest and table. An umbrella can also be rented for a full year for $300. Bundled options include a “value package” of four pieces of equipment – chairs, umbrella and table – for $15 an hour or $60 a day, and an annual membership covering three or more pieces of equipment for $900.

The agreement also allows the city to later approve additional rental items, including boogie boards, snorkel gear, paddleboards and surfboards, along with packaged snacks such as chips, water, soda, hot dogs and ice cream, though those additions would require a separate amendment.

Under the new agreement, the city manager retains authority to approve future changes to the equipment lineup and public pricing without requiring a new council vote.
