Boca Raton officials last week awarded a contract to provide for the engineering and design of a multi-faceted infrastructure project in the Delray Manors neighborhood – located in the northeast portion of town – that will provide for upgraded roadways, sidewalks, water mains and other utilities.
The city council unanimously approved a $379,423 contract with Craven Thompson & Associates, of Fort Lauderdale, to design a project that encompasses input from multiple studies conducted over the past several years by different departments. The aim of the studies was to combine all of the infrastructure upgrades needed in the neighborhood into one large project in order to save taxpayer dollars. The effort became known as the Innovative Sustainable Infrastructure Program, or ISIP.

The contract provides for the engineering and design of numerous improvements in the neighborhood, including the replacement and upsizing of 21,500 feet of water mains within city rights-of-ways. It will include the abandonment of the existing water main system and the relocation and reconnection of water service from the new water main to the system, as well as the restoration of private and public property in the area if it is disturbed. Water mains running under the Florida East Coast railroad tracks are not included in the project. Existing pipes range in size from 4-inches to 12-inches in diameter. The proposed water mains will be minimum of 6-inches in diameter and will include the relocation of existing fire hydrants and the installation of new fire hydrants through the neighborhood. All existing pipes to be replaced will be abandoned and grouted, if feasible.
The most visible aspect of the project for residents will be road improvements. The project’s scope includes the milling and overlay of local roadways, plus sidewalk removal sand replacements due to trip hazards in the area of northbound N. Dixie Highway between Newcastle Street and Jeffery Street; Coventry Street where there are gaps on the west side of the road; and eastbound Kingsbridge Street, east of Nottingham Road. Access connections from the sidewalks to the roadways and installation of sidewalks to complete the network will be prioritized.

The project will also include the installation or replacement of ADA ramps where sidewalks exist, plus drainage and swale improvements. The engineering firm will use mobile LIDAR, ground-penetrating radar, and geotechnical mapping to draw up the plans. The firm will also draw up the bid specifications for the construction work.
